Is your feature request related to a problem? Please describe.
In the current version of arisu, users need to verify themselves by using the >verify command before they control commands. The >verify has no verification challenge; it just changes the user's verification status in the database.

Describe the solution you'd like
Create a way for the owners to decide whether they would like users to verify before using the bot, what challenge intensity and if it is for suspicious users only (no profile picture, creation time was recent, etc).
